State Agency Workforce & Technology Readiness Assessment

Led a multi-unit IT workforce and application readiness assessment for a state agency, delivering an actionable roadmap for optimizing talent, tools, and future scalability across five departments.
The Strategic Challenge
The agency was facing mounting pressure to modernize its application support strategies amidst a rapidly evolving tech landscape and a retiring workforce. Their leaders needed clarity: Was the current team structure, tooling, and technical stack aligned with future demands? Could they retain top talent, improve service quality, and maintain critical systems without burning out staff or losing institutional knowledge?
My Role
I served as the lead on this project:
- Facilitated discovery sessions and interviews across 5 business units
- Partnered with technical team members to assess application complexity, workforce capacity, and operational bottlenecks
- Conducted skill set audits, competency mapping, and risk identification
- Authored and presented the final assessment report, delivering both short-term wins and long-term strategic recommendations
Strategy + Solution
This was more than a tech audit—it was a full workforce and readiness diagnostic. My approach involved:
- Gathering stakeholder input through interviews and written assessments
- Mapping core systems and team dependencies across multiple technology stacks
- Identifying critical failure points, retirement risks, and architectural limitations
- Synthesizing operational and technical findings into a unified strategy for resourcing, retention, and modernization
The final deliverable included 10 critical issues with detailed, prioritized recommendations in areas such as:
- Future-proofing the workforce through training, mentorship, and succession planning
- Standardizing technology stacks and simplifying stovepipe architecture
- Improving transactional integrity and response times through improved workflow design
- Increasing internal retention through better role alignment and support
